Remodel of older home requires relocation service panel. Are AFCI's required for the older part of the house or just the new additions?

Welcome to the Forum.

Your profile says that you are under the 2014 NEC. . . if that includes the site that you are asking about, then 210.12(B) Exception will not apply, because of being extended greater than six feet, and the extended 15 and 20 Amp 120 Volt branch circuits that are going to areas and / or rooms listed in 210.12(A) will now require AFCI protection.

Does that apply to the existing circuits that were formerly connected to the original panel and now will be reconnected to the new relocated one?

Yes +1

Because, by your answer, the existing circuits are to be extended to the new location by more than six feet of length per circuit.

Room for confusion in the wording here.
The original circuits certainly *extend* more than 6' from the panel.
But the code is referring to them *being extended*, i.e. made longer, by more than 6' from their original length because the panel or outlet has been moved. (Or devices are added.)
