The code requires a retaining clip for the solar back feed breaker that is placed in the bottom left/right position in the main breaker panel. The question is, most panel manufactures sell retaining clips that are designed only for the top locations on the buss. Is there a 'universal" type of retaining clip that can be used for code compliance ?

This is not true for a standard interactive PV system. (If the breaker fell out of the panel, it would not be energized because the inverter only exports power when it sees the utility grid.)

The Code requirement for secured breakers only applies to battery-based inverters.

That's a much better reference:

(5) Fastening. Listed plug-in-type circuit breakers backfed from utility-interactive inverters that are listed and identified as interactive shall be permitted to omit the additional fastener normally required by 408.36(D) for such applications.
