What about a bonding jumper that is tying together all equipment in a hazardous area? 501.30
Can that be at 24" or is that considered part of the ground ring, even though it does not completely encircle a building or piece of equipment?

The requirement to be buried not less than 30" is for the ground ring itself (electrode). Requirements for the grounding electrode conductor (GEC) and Bonding Jumpers are separate... neither of which are required to be buried, or even at a specific depth when they are buried (TTBOMK).

What you are wondering about is typically called a ground grid. As long as no part of it is assumed to function as a ground ring, no specific burial depth applies.

That section does not require any type of underground bonding jumper, so the installation of that bonding jumper is a design issue, not a code issue.
