Looking over 410.10d and im scratching my head.
Wall sconce or ceiling fixture isn't mentioned?
I'm confused how the 3ft zone is measured now.
I know nothing over a tub not rated unless 8ft high.
I feel dumb but i know you guys will help.

Correct, wall sconces and surface mounted fixtures are permitted within the 3' zone provided that they are suitable for a damp location or a wet location where they are subject to shower spray.
The 3' zone is a prohibition to cord connected, chain, cable, lighting track, pendants etc...I'm confused how the 3ft zone is measured now.

So a fancy non rated sconce or ceiling fixt needs to be out of the zone 3' measured from edge of rim then 8' straight up from the bath tub.

No, a surface mounted fixture or a wall sconce is only required to be damp or wet location listed if they fall within the actual outside dimension of the bathtub to a height of 8'. If the surface mounted fixture or wall sconce is outside the actual dimension of the bathtub it can be a dry location type of luminaire.
