Dedicated space question: build-out over it

I have a situation where there is an existing pipe running at about 30 inches above grade, and I intend to place wall-mounted solar inverters and a panelboard in the region. I'm aware that no foreign systems are allowed to occupy the footprint of equipment that requires dedicated space.

Q1: Does anyone see an issue with structural build-out over the piping, such that the back of the panelboard doesn't start until farther away from the wall than the pipe? NEC issue, plumbing issue? Any code issue if it contains natrual gas?
Q2: I know panelboards and disconnects require dedicated space. Do solar inverters require it as well?
Q3: What is the reason for dedicated space in the NEC? I've heard people mention that it is to allow future circuits to enter and exit the equipment, but in my application, the panelboard is dedicated to only those inverters and there should be no reason for future circuits to be added.
