Kitchen counter in a dwelling. 8' of window behind the sink with a 36" sink basin centered. The window is all the way to the countertop. Can we install receptacles in the counter facing up to satisfy the 24" requirement? And is there a code reference

Facing up, you can not. Installing on the counter you can. You can also do a pop up receptacle. You can also install a receptacle on the face of the cabinet on a false face front (but ask your AHJ)

Ask your AHJ they may allow you to slide without any receptacle within the 24" of the sink.

What I have done is use a silite receptacle and place it face up in the window sill area. :)

A note to the designer is also in order. Tell them they need to understand the Codes, and if they are going to continue to create problems like this, then they should also design appropriate and acceptable solutions.
