Fused meter upstream of main breaker

Does the NEC allow for a fused volt meter or indicating light connected upstream of the main breaker?

This is a residential home with a generator and manual transfer switch. The owner has no way of knowing when utility power is restored because the house is in a rural area and the house can be completely powered by the generator. The home owner would like to install an indicating light between the billing meter and the transfer switch.

In industrial applications it is fairly common to have a fused volt meter or set of indicating lights between a transformer and main load center breaker. Could this similarly be applied to residential applications?

Run a kill switch circuit for the generator through a Normally Open aux contact held closed by the utility power side so when the utility power comes back on the lights in the house go off. :p
