What is the good amps/sqft (at 120volts) assumption for the power requirements for a Forensic Chemistry lab?

You could probably figure a quad receptacle every 6 feet, based on general labs I've seen. The GC/Mass Spec (or "Major Mass Spec" as Abby Sciuto calls it on NCIS) is probably the highest power user. I can't seem to find anything on the web for electric needs, but I'd be astonished if it was more that 240 20 amp. And they are unlikely to have more than one.
