NEMA 7 splicebox required if it's going in the ground?

Is a NEMA 7 explosionproof splicebox required if it's going in the ground outside of the rated area? The pump cable is what's traveling into the rated area. An explosionproof seal-off will be provided above grade before the conduit goes into the ground and heads out to the splicebox.

So your going from an unclassified area, to another unclassified area, then from there going to a classified area? If that is the case, could you not use a quazite box in the unclassified area (splicepoint), then have a boundary seal on the pipe that is going into the classified area, with another seal in the appropriate location on the classified end? I may be wrong but...
