Question re "hot" pool

At a Mike Holt seminar a couple of years ago, Mike told of an incident wherein the pool would give a noticeable 'tingle' if a person was in real contact with the surrounding pool deck. His logic was right on, but I can not reproduce it in my old mind. I believe that it had to do with clearing the electrifying source rather than attempt to beat it by driving ground rods. I also seem to feel that due to the nature of driven ground rod(s), their resistance can actually set up a more harmful situation.
Can you help me recall the details of that incident or direct me to a place to learn more.

Ground rods are not required at pools and they would not help or hurt if they where installed.

The thing that is required and essential is the equal potential bonding of the pool area.

Proper calibrated ground fault sensing devices would trip open if it saw any faults, a GFCI will trip open even if its a GF you dont know or see, main thing on a pool is if its trippin, theres a reason.
