Does a low voltage thermostat for heating and cooling have to be intrinsically safe in a class 1 Division 1 environment? If so where can such a device be purchased?

You can't just have a device that is "intrinsically safe", it must be part of a system. If the system requires an "electronic" thermostat, you may have trouble finding something to work. If it just needs old fashion contacts, you may be able to use something like this.

There are RTD intrinsic setpoint relays are available where you locate the RTD in the Cl.I/D1 area and the relay in the nonclassified area and it powers the RTD and provide you with a switchpoint with a deadband that is quite suitable for HVAC. There may even a dual setpoint unit is available.
