Spec 260543 - "Underground Ducts and Raceways for Electrical Systems" Question

Hey All,
I am a recent graduate working in infrastructure engineering. Over the past year, I have been introduced to the world of specifications. I was recently reviewing a spec for a project (Spec 260543 "Underground Ducts and Raceways for Electrical Systems") and ran across this:

Does anyone know why there is a requirement for underground conduit that end in stub-ups to extend 60" from the edge of the equipment? I have been asking around, and people say that it is an industry standard. I'm starting to think that "industry standard" is the key phrase for saying "no one relies know why we do it this way, but we're not about to stop".

Any clues?
