GFI requirement at service larger than 1000 amp

I am working on a project where temporary power service is needed for construction services (trailers, etc). The service is rated at 1200A, 480V, 3 ph. The entity which did the original design shows a fused disconnect switch at the service entrance prior to the main panel. The inspector flagged the service entrance for an NEC violation requiring GFI protection. Are the requirements applicable to this situation based on NEC 215.10 and 230.95?. I do not believe anyone makes a fused disconnect switch with GFI protection. Am I missing something here?

First off lets call what it is, GFP, not GFCI.

Next yes a 1200 amp 480 volt service will require GFP.

You can get fused switches with shunt trips (Pringle switches) and add a GFP unit to it.

A couple of suggestion to avoid that.

1) Reduce the service down to 900 amp if it can be.

OR

2) Redesign the service to have more than one main, have say two 600 amp fused switches as the service disconnecting means or one 800 and one 400 amp switch, what every way works best for the loads being served.
