Service conductors routed thru panel

Siutaution:
400 amp meter base on ouside wall, nippled thru to a 200 amp M/B panel.
A second panel is immediately adjacent. The service conductors all enter the 1st panel with one set passing thru to the 2nd panel.
Violation ?

I'd probably hang my hat on 230.70(A)1.

Is there some reason they couldn't get a nipple from each panel into the meterbase or was it just lousy planning? This is a new install right?

They say the fact the services conductors pass through the cabinet it makes that cabinet a raceway resulting in a 230.7 violation.

230.7 says "other than service conductors." Aren't they both service conductors?

A panel is pretty worthless if there are no feeders or branch circuits.:cool:

Now I see what you mean. They say it turns it into a raceway and in turn that means no feeders or branch circuits would be allowed.
