Does this requirement extend to Nema 4, 480V cabinets?

I did not see an exclusion but all the examples seem to show Nema 1 type enclosures.

I have an installation that I could save a lot of money in cabling if the panel could be located in a room near the equipment. The issue is a huge return air duct that cannot be relocated.

Only if they are switchboards, switchgear,
panelboards, and motor control centers
