    50 plug using a 70 amp breaker and 70 amp rated wire

    can a 3 pole 4 wire receptacle (15-50r) be used on a 70 amp circuit using a 3 pole 70 amp breaker and #4THHN?

    No, this would be a violation of 210.21(B)(1) for a single receptacle circuit or 210.21(B)(3) for a multiple receptacle circuit (unless you meet any of the exceptions therein.)

    would an exception being a single receptacle for a welding outlet and dedicated use?

    A dedicated single receptacle for an Arc-welder is one of the exceptions.
