Ufer Ground- 20 ft of continuous rebar?

For a ufer (CEE) the NEC says at least 20 ft of 1/2" rebar. Does that mean on continous, solid 20 ft section or can sections be tied together with the normal ties to make up the 20 ft?

CA, does a building require Ufer grounding or is a ground rod suitable?

Unless CA has an amendment then a ufer is required for new construction as of 2008 ( it was req. in 2005 but is now clarified). The rods would be fine for service upgrades etc.
