chain link enclosed chiller

chiller is 400 amp - 480 volts- 3 phase -3 wire ,, I have asked our department to open up the chain-link fence for proper clearance's, my question is must this chain link enclosure be bonded. my feeling is 250.190 applies, but I'm not sure.

You can ground the fence with a ground rod...this can be done with a 6 ft ground rod and #12 bonding jumper.
Section 250.104 (B) is about the closest for your application. Look at what part 250.190 is in, does it apply to your application.
250.4(A)4 is the performance requirement (this section is often overlooked) and tells us why we bond.

Question for you, what is going to energize this fence?
If you bond it, its more than one wire to a post, you'll need to bond to the gate, and maybe more.
