Legrand quad. USB charger - NEC

How to calculate load for quad. USB charger (Legrands #TM8USB4WCC6) per NEC?
This device is a pure charger, does not contain power receptacle. Are we going with device spec.?
It is around 4.2A @ 5VDC output.

Why so few? Don't these things draw about 1/4 of an amp at 120 volts?

Probably price. You can get a wall wart and cord from a dollar store, I think Leviton and others are charging a bit more than 2.50 for these receptacles. But hey, convenience, right?

I wonder how they are constructed internally, and how they get around some of the requirements for a stand-alone transformer.
