Need of gfci ??

It would not be the buffer itself that may, or may not, need GFCI protection. It is the person operating the buffer. The person would get GFCI protection if the buffer were to be plugged into an outlet that had the protection. The question of whether that outlet does, or does not, require inclusion of the GFCI protection is a matter of where the outlet is installed (as Bob already mentioned).

When I do the design, and when there is a long hallway, I will include receptacles every 25 feet or so, just so the cleaning staff can use their buffers. If the receptacle is close to a door leading to the outside world, I will include GFCI for that receptacle, but not for the others in the same hallway.
