I have boat lift on canopy under which their would be boat next to pier. If you are walking down pier look up their are boat lifts attached to the canopy very high. The canopy is held by floating long structures on water. Does the code allow boat lift on the canopy like the one described?

I don't see where the NEC would have any say as to what a person can or cannot mount to the underside of his or her canopy.

There is a thing in most books called an index, it can be your friend.

Something different, you said it was a floating structure, look for that. If the "index" doesn't help you try the "contents".
