When adding a new receptacle to an existing circuit. Is it required that the circuit now be protected with an AFCI ?

This is something that varies from Authority Having Jurisdiction (AHJ) to AHJ, so the only way to know for a particular job is to find out from the local AHJ. Maybe they have a web site?

It also depends on what circuit. If the circuit is one that requires afci then, IMO, you need to have AFCI if you extend the circuit. 2011 NEC has clarified this.

210.12(B) 2011 NEC said:
(B) Branch Circuit Extensions or Modifications ? Dwelling Units. In any of the areas specified in 210.12(A), where branch-circuit wiring is modified, replaced, or extended, the branch circuit shall be protected by one of the following:
(1) A listed combination-type AFCI located at the origin of the branch circuit
(2) A listed outlet branch-circuit type AFCI located at the first receptacle outlet of the existing branch circuit
