Two motors one branch circuit

Can you connect two 208V 1/2 HP motors on one circuit? 430.53(B) indicates if the smallest motor is protected you can but says only where "it can be determined the branch circuit short circuit and ground fault protective device will not open under the most severe normal conditions of service that might be encountered".... What does this mean??

5.4 amps is the smallest motor * 2.5 = 13.5 amps = 15 amp breaker (cannot exceed this size).

However both motors will run at same time.

Will this calc work though: 5.4 amps * 2.5 = 13.5 amps + 5.4 amps = 18.9 amps (round down = 15 amp breaker = OK??)
