More visible in photo #2, those look like CT's (current transformers) which can be used for metering.

They're current transformers. The conductors passing through them induce current into the CT's. The smaller wires going to the meter carry a small amount of current. The CT's have a ratio like 200:5 or 400:5, etc. Sometimes the KWH meters are setup with gears so it compensates for the reduced current it sees and it reads actual KWH. Sometimes they don't and you have to multiply the meter reading by the CT ratio. A 200:5 CT with a meter that isn't set up for direct read would require the meter reading to be multiplied by 40, unless the metering setup uses ony one CT and both service entrance conductors run though it in opposing directions. Then you would have a Form 3S meter and multiply the reading by 20. I would say this metering setup would have a Form 4S meter installed, since there are two CT's.
