Can the EGC for a 4-wire range or dryer receptacle be bonded to the juntion box rather than pulling it back to the panel and bonding?

yes it is and I assumed that the conduit would act as the gec but just wanted to make sure. Thanks for the reply.

If the installation is conduit I always install EGC. Because i can't tell you how many times I have seen broken/decoupled conduit in the attic/crawl space.
But as answered by others the existing metallic conduit can be your EGC as long as it is one these (EMT, IMC, RMC).

This is extra work for you which means extra $$$.
