EISA legislation will outlaw 4' lamps with efficacy below 89lm/W, which means RE70 (GE SP, Philips 7xx, Sylvania 7xx). The RE70 lamps are only a few lumens per watt below RE80 lamps that meet the requirements.
So lamp efficacy is one thing, but overall, fixture makes a big difference. There are some corridor type fixture with utilization factor exceeding 95% while some fancier looking ones with efficiency below 60%.
Any idea as to why they're not regulating optically inefficient fixtures?
