I have wired three 240 /32 buck / boost transformers in boost configuration, with 247 vac input I get 354 volt output. I have 23 amp load at breaker panel with no load on 354 volt terminals. Is this 23 amp load expected??

Break your circuit into pieces. 23 A should not be expected.

1st. Remove all the boost primaries. What is current at breaker panel? We expect zero.
2nd. One at a time connect a boost transformer and record the current. Do this with the secondaries unconnected to each other even though this should make no difference

Report back.

Also I assume your transformer secondaries are in series. The measured voltage would seem to imply this. Because you describe these as buck/boost I also assume this means the secondaries are isolated from their primary.
