Attached pic shows an existing service lateral attached to the service mast.

Attachment of messenger support appears to be OK per 230.28.

What is the minimum height of the drip loop per NEC ?

Second drip loop is an abandoned 1P service.

Please help me if I am reading this correctly.

Existing voltage is 208-3p-4w.
Per 230.24A
excep 2 or 3.... I can be at either 3' or 18".

If service voltage changes to 277/480 the dimension jumps to 8' ?
Is that even possible....added supports to hold up the mast ?

Exception 2: If you have a 4-12 sloped roof, and it looks like do, you may reduce clearance to 3’.

Exception 3 is a bit trickier. A few requirements.

Here is a pic explaining it:

277/480V is 8’. Yeah, you are gonna need some bracing.
