If you have a 200 amp meter/main outside and a 200 MLO panel inside, can you tap the load side of the 200 amp breaker, outside in the meter main enclosure? I have been reading online and it appears to be a grey area.
1. It's not really a supply side connection. NEC 705.12(A)
2. If you put another main breaker in the MLO panel would that make it compliant. (assuming it is not compliant as is.)
3. As is is there a possible over current issue?

It's a load side interconnection and would have to go by 705.12(B)(2)(1) and that's going to require OCPD between the tap and the MLO panel, or a main CB in the panel.

It's not a supply side connection, it's a load side tap. If the MLO panel is rated than less than the service OCPD plus 125% of the maximum rated inverter output current, you must install a main breaker in the MLO panel. There also could be an issue with the feeder ampacity. Reference 2014 NEC 705.12(D)(2).
