holiday pay for memorial day

we have several currently laid off former full time employees, who when working full time were eligible for holiday pay...for over two years many have worked on an as needed basis as fill ins if work is available...a day or two here and there, but unfortuneately no more than ten days in a row...if their return stint falls within the paid holiday time frame, are they entitled to be paid for the holiday?

I would say that is up to you.

Fulltime employees get fulltime benefits. If you only have enough hours to keep them working as needed, you can't have the cushion to pay for holidays. It sucks, but if they want to keep getting as needed hours you need to be able to keep the lights on.

That's up to you. Nobody is ENTITLED to hoilday pay unless you want them to be. Payed hoildays, both which ones and who gets paid, are at the descrection of the employer.
