plug-in busway working space

We are contemplating installing plug-in busway for overhead distribution to server cabinets in a data center. Is working space per 110.26 required for:
1. Busway feeder terminal boxes?
2. Circuit breaker plug-in units?

When I have laid out such things on a drawing (not a frequent event), I reserved working space for (2), but not for (1). But I am not convinced it is needed for either, especially given that the breakers are movable (so the working space would have to move with them) and that the breakers could be well over the worker's head. I would be curious to see what others think.

I have never seen anything that would require compliance with 110.26 - Would never require examination, adjustment, servicing or maintenance while energized.
The only clearance necessary is to be physically able to plug something in.
Sometimes it gets a little cluttered behind the equipment racks if they route the data cables overhead, too.
