Using water pipe as grounding electrode/condutor for new GFCI Receptacle

Buildings as old as 40-50 years, feeders to panels or branch circuit home runs without grounding conductors, so back then underground GSC or above ground EMT conduit was used as grounding path. Also non of existing J-boxes has threaded hole for ground screw. My question is, does NEC allow to attach a grounding pipe clamp to existing cold water pipe nearby (GRC or Copper) and run a grounding conductor from the clamp to a GFCI receptacle box to bond it to the box and receptacle?
NOTE: Grounding conductor can not be in the same raceway as circuit conductors are, but will not be in a area subject to physical damage.

If the metal box grounded by the metallic raceways? Why not use a grounding clip to the box?
