Design of "Service Entrance Cable"

Electrican needs to install the (usually green) bond screw or use a #4 jumper between

neutral bus and ground bus.

with it being a 4 wire se cable and the ground wire is tied to the ground bus
then tying the ground bus and neutral bus together
wouldn't this give us a paralleled neutral? would this be okay or not?
IMO an electrician needs to eliminate the #4 ground wire from the SE cable then run a jumper from the neutral bus to the ground bus
I'm not sure the green screw would be enough, its only there to bond the enclosure not the grounds to neutral buses

I understand the situation and stand corrected that the installer didn't need to use the number four aluminum bond conductor that was inside the 4 conductor S E cable. I am used to being required to install a main disconnect at the meter socket, that being the case, at that point is where the "bond jumper" is installed, and then he would be required to install the proper size bond wire between the "main disconnect switch and the panel.
