Yes, it can disconnect both conductors or just the ungrounded conductor.

I have mechanical equipment 277V single phase and disconnect for the mechanical equipment is two pole. Would this be correct?
277 1ph is the line-to-neutral voltage of 480v line-to-line. Thus, with a line-to-neutral circuit, only a 1p disconnect is required.

I have 2 pole disconnect 277V 1 ph.

Anywhere in code says 1p disconnect required for 277V 1 ph?

You can disconnect both conductors, but you're only required to disconnect ungrounded conductor(s). The neutral may be opened as long as ungrounded conductor(s) also open. Grounded conductor must not be fused.
