Main residential breaker panel without main breaker

I just closed on a new single family home in Tradition, Florida. There is a combo meter can with a 200 amp main breaker and a 200 amp main breaker panel located in the garage which is not in sight of the main meter can. The inside panel does not have a 200 main breaker and also does not have the “6 throw rule” configuration. Is this allowed by the code?

The combo can's 200A breaker is considered the service disconnect and it also protects the downstream wiring and the inside panel (as long as the inside panel is rated for 200A.)
It may be less convenient to shut down than an inside main would be, but the NEC is not concerned with that.

If the inside MLO panel is within the same building no main is required.
Agreed. But if the garage is a separate building, it will need a disconnecting means. That need not be a main breaker in the panel, and indeed need not include overcurrent protection.
