USE-2/RHW vs THHN

USE-2 can not enter a building, correct but dual rated can? What about THHN?
I'm running feed from a 200amp meter base to a 200 house panel, unless I'm over thinking this 3/0 copper USE-2/RHW and #4 ground?
This will all be ran in sch 80.

Correct on the USE, it can't be used inside unless it also has another rating that is allowed inside. RHW is allowed inside.

THHN can't be used outside the building unless it is dual rated - typical is THHN/THWN/THWN-2.

If it doesn't have the W in it it can't be used in wet locations.

Why the #4 "ground", is there an OCPD ahead of the panel?

Yes, the meter base will be a combo unit with a 200 amp main and utilizing the feed through lugs on the bottom to go to the house. I guess I could just use a service disconnect.

All in one looks nicer most of the time. Either way works.
