Nothing in the NEC I know of requires any certifications of any kind.

Qualified Person.
One who has skills and knowledge related to the construction and operation of the electrical equipment and installations and has received safety training to recognize and avoid the hazards involved. (CMP-1)

And, of course, OSHA requires "qualified" for pretty much any electrical work.

There a lot of outfits that will give a class and a certification. However, most every one of those is self-certifying - they are the ones to give you a certification because they say they are the ones.

So, what prompted the question? What is the context?

Minor aside:
2kv would usually be considered a megger (yes I know that is a trade name - using it as a generic for insulation resistance tester)
Hi-pot is usually up in the 40kv - 60kv, and are more than capable of seriously breaking down the insulation.
