Local IAEI Chapter provided more information.

Regarding attempts to field repair electrical equipment, or change guts:

1) Regardless of permits or lack of AHJ enforcement, under authority of Federal OSHA 1910.303(A), 1910.399, NFPA 790, & 791, claims adjusters from Bad-Faith insurers can void property-owner policy and deny claims with any evidence of altered electrical equipment, which is missing labeling from an approved Field Evaluation Body (FOB). An expense typically in excess of U$D 3000 and several months to complete; FOB approved fabrications, modifications, & combinations are avoided where off-the-shelf solutions exist.

2) Unidentifiable equipment missing OEM labels or name plates may be suspect of modification or fabrication.

Good stuff. This should tie the knot on this issue putting it to bed. I'm cutting and pasting this in my technical file.

The electrician is an idiot for placing breakers in that panel without cleaning or replacement. Very irresponsible. lack of good workmanlike installation.:rant:

There is no "Cleaning" the buss. Contact the manufacturer and ask them for a "proceedure to clean or sand or file the bussing" in a panel board. They will say "Replace it" Period.
There is no product listed to touch the bussing (maybe nolox) not even water. Once it gets painted, wet, charred, spit on, etc,,,,, It needs replacement.
