The short answer is "no". How is the B116P within 3 feet of the elevator control panel? The entire wire run from the relay base to the remote relay in the elevator control room is unsupervised and that's the crux of the matter. If you cut that wire, you'll never know something is wrong until the recall doesn't operate. The folks who write the code have decided they'll live with 3 feet unsupervised and that's it.
