Can anyone help me out on the rating of insulation for a Equipment Ground in a Medium Voltage installation (and conduit). Is a ground conductor required to have a non-shielded 5kv insulation when installed in a conduit with 5KV ungrounded conductors? Or can the ground wire have a 600 volt insulation? Where in the NEC can I find the answer?

Try the ANSI, IEEE, and NEMA standards.

Look at 250.184(B)(8) if this is a solidly grounded system or 250.186(D) for an impedance grounded system .
