I am afraid you misunderstood. I reproduce the sentences from the paper you stated below.

Have you measured any third harmonic voltages/currents ​with characteristics as mentioned above?

What current? The transformer was unloaded.

I have come across situations like that before where the secondary was similarly distorted with no load on it so it has to have been on the primary side.

then what you saw (the triplen harmonics) came from the magnetizing current of the lightly loaded transformer.

saw plenty of that as well here.
