I think we're getting there with the Lighting Facts label. Given, the label doesn't address photometry but it's a huge, HUGE step in the right direction. Photometry is so important on a case by case basis I don't know if some sort of standardization is ever possible, and even if it is, will contractors know how or bother to use it?

A side by side picture that shows their best HID and their LED wall packs mounted at two reasonable heights and a distribution puddle on the ground/surface showing foot candle level would be useful.

It will look like a puddle with different color with different shades of color showing the expected FC level based on photopic lumens, and a note says "for further details, request full photometry report from our site"

It will look like an infrared thermography picture drawn on a grid or a shooting target (say 5' x 5' or 1' x 1' depending on application).

So, if it shows that its the same as 175W MH at 10' mounting height at the bull's eye, but pathetically low once you go outside the first 5' of ring, you can easily visualize it.

If the application need is just the illumination within the bull's eye, LED might do it, just as a 100W narrow beam halogen spot light might.
