EGC conductor w/ white tape = neutral conductor?

Is a conductor with green insulation along its entire length allowed to be used as a neutral conductor if it is taped on both ends with white or gray?

Both cases: smaller and larger than 6 AWG.

No. See 250.119.

250.119 ... Conductors with insulation or individual covering that is green, green with one or more yellow stripes, or otherwise identified as permitted by this section shall not be used for ungrounded or grounded circuit conductors.
