Feeder Voltage Drop

A good size building (multifamily) with a service at one end and a feeder to the other end that serves half the building. The distance is 400 feet so voltage drop could be significant.
What amperage to use? Calculated load results in a significant voltage drop. On the other hand the utility is supplying a transformer that is about 20% of the calculated load for the entire building so over sizing the feeder based on the calculated load seems very pointless.

You should use your calculated load. The utility company doesn't care if they overload the transformer for 30 days a year if they can save losses on the other 335.

Yes, as above.
Remember also that if the utility transformer blows up, as they sometimes do, that the utility will probably install a larger capacity replacement, it is therefore important that the feeder installed by yourself is still suitable.
