When employees are trained on the operation of electrical equipment as in mcc and switchgear and not working on energized electrical parts and become qualified by the company to do such work is this qualification covered in nfpa 70e ? Equipment is labeled but not maintained, no electrical work is performed by these employees

there is no requirement that an employee be qualified on anything other than specific tasks he is performing.

for instance, a person could be qualified to use a pencil for writing but not a pen.

The 2015 version of NFPA 70E has some significant changes. One of those changes in in regard to maintenance of equipment. You might want to take a look at table 130.7(C)(15)(A)(a).
