Can anyone tell me the key difference between a Type I EES and a Type II EES as per NFPA 99, 2012. Type 3 clearly applies to medical office buildings and could consist merely of battery packs so that ones clear. I'm less clear on Types 1 and 2.

I don't think so. NFPA 110 defines EPS's and EPSS's and it defines
Level 1 vs Level 2 (could cause loss of life and - my favorite - less likely to cause loss of life)
The term "Type" in NFPA 110 defines the seconds for the EPS to come up to full power.
and it defines Class, how long the EPS will run without being refueled.

But I just double checked and no where in NFPA 110 are Essential Electrical Systems (EES) discussed.

The key difference is that Level 1 EES is primarily for in-patient loads, and contains three branches - life safety, critical, and equipment. Type 2 is typically outpatient, and contains only life safety and equipment branch loads. Both require backup generator and automatic transfer switches. See Exhibit 6.7 in NFPA 99.
