100% rated breakers should be changed to Continuous Load rated breaker

or something to that effect. That way I wont be told I have an 80% rated cb when an 80% rated cb does not exist.

The regular cb is rated for 100%. You just have to multiply your continuous loads by 125% and then add 100% of the non-continuous, and as long as that value is less than the marked rating of the cb, you can put it on there. Yes you can load a 100A cb to 99A, you can even go to 100A. but 100.1A is not allowed.

Unless otherwise marked, circuit breakers should not be loaded to exceed 80 percent of their current rating, where in normal operation the load will continue for three hours or more.
