200 amp feeder cable questions

Hello

I had service upgraded to 200 amp service in 2004 and have been doing electrical research getting ready to add a sub panel and now have concerns with the electricians work on the upgrade. The feeder cable is aluminum and has 2 hots and bare aluminum ground. Is that correct or should there be a neutral cable also? Also I have a 200 amp sub panel in basement fed with the same aluminum cable. There is a crossbar between bus bars with grounds and neutrals mixed. Should I add an insulated bus bar to hook up the neutrals to and leave the grounds on the grounded connected bus bars? Thanks for Advice
