I'm wanting to provide an exterior LED light for and existing flag pole. I'd like to run a new circuit from the building to the new fixture but the owner is wanting to do everything as cheaply as possible. How does the code feel about picking up a nearby receptacle circuit and extending it outside the building to the new light?

With the possible exception of receptacle circuits whose use is limited by code (kitchen SABC, garage receptacles in [2014], etc.) there is no NEC restriction. Also be careful about the effect on AFCI and GFCI requirements.

Receptacle circuit is inside the building. We'd tap into it then penetrate the exterior wall then to the light location.

So you would have drilled through the wall anyway to put a Bell Box or condulet out there to bring power to the pole. And at least the hole would be sealed if you hardwired from the building to the pole. Seems better than having an open hole where the cord comes through.

Anyway, 400.8 - Unless specifically permitted in 400.7, flexible cords and cables shall not be used (2) Where run through holes in walls, structural ceilings, suspended ceilings, dropped ceilings, or floors.

So, the code says running his cord through the wall is a no-go. Also, in 400.8 it also says not through windows or doorways.

So, you would have to provide an outdoor receptacle to power this with a cord. And, according to 400.14, you would have to provide an above ground raceway to protect the cable. Seems a lot cheaper to do it the way you initially proposed!
