Generally the receptacles are located where the design engineer places them on the drawings based on the owners requests. In a white box application they tend to only supply a few in general locations until someone comes along and finishes out the space.....they they will have the receptacles located to their desires and needs.NEC 2011 - 210.52(A)(1) talks about spacing of receptacle outlets in a dwelling unit.
